The board conducts quarterly hearings to review petitions. Hearings are scheduled for the second Friday of the month in March, June, September and December. Hearings are open to the public.
In certain cases, the Board chairperson may schedule a special hearing in accordance with the bylaws (PDF) to hear a petition. At the hearing, the Board hears oral statements, deliberates and votes whether to recommend to the Governor that relief be granted.

The Washington State Clemency and Pardons Board Policy Manual (PDF) was updated and revised on December 8, 2017. Before hearings, the Board reviews all documents submitted for and against the Petition. Once a Petition is set for hearing, submissions cannot be accepted after 5:00 p.m. on the Monday before the hearing.
