The Governor may appoint judges in the instance of a midterm vacancy. That judge will serve until the next election, at which point they must run to retain their seat.
Per RCW 2.06.070, "the Governor shall take into consideration such factors as: Personal character; intellect; ability; diversity of background of experience in the practice of the law; diversity of political philosophy; diversity of educational experience; and diversity of affiliation with social and economic groups, for the purpose of establishing a balanced appellate court with the highest quality of personnel."

Judicial officers and candidates for judicial office are prohibited from many political activities. That includes endorsing or opposing a nonjudicial candidate for any public office. Refer to the Code of Judicial Conduct's Canon 4.
Bar association evaluations
State, county and minority bar associations help the Governor evaluate a spectrum of candidates. Applicants should engage these associations and participate in their evaluation processes immediately. It is beneficial for applicants to seek ratings from multiple associations.
Applicants for appellate positions should seek evaluation from the Washington State Bar Association.
