Regional Outreach Representatives serve as the primary liaison between the Office of the Governor, local communities and tribal governments statewide. They develop strategic relationships with and provide assistance to community organizations, elected officials and residents on regional and statewide issues.

Jennifer Wood

Jennifer began her career in state government in 2021, when she joined the Attorney General’s Office as a professional staff member in the agency’s Complex Litigation Division, which handled the opioid and gun safety litigation matters, among others. She also worked with the AGO’s Legislative Team during the 2023 Session as the agency’s Legislative Fellow. Jennifer joined Governor Ferguson’s campaign team in 2023 as a fundraiser. On the campaign trail, she spent countless hours out in the community coordinating and hosting events with supporters all over the state.
Jennifer is a graduate of the Jackson School of International Studies at the University of Washington, where she double-majored in International Studies and Law, Societies and Justice. She credits her time at UW with solidifying her dedication to public service and expanding her appreciation for her home state.
Jennifer’s roots run deep in Washington. She is a third-generation Washingtonian and Seattleite. On her mom’s side, Jennifer has deep ties to Spokane. She grew up in the East Renton Highlands, went to school in the Issaquah School District, and now lives in the Ballard neighborhood of Seattle with her partner, John. Outside of work, you can find her enjoying the local food scene, walking her rescue pup Milford, attending local music and art shows, or trying new yoga studios around town. She looks forward to being a bridge between the people of King County and Governor Ferguson.

Luc Jasmin III is dedicated to supporting the people of Eastern Washington as the Eastern Washington Representative for Governor Bob Ferguson. With previous experience in this role under former Governor Jay Inslee, Luc is committed to serving the public interest with integrity and focus.
Luc has a strong background in early childhood development, business, and public education. He co-founded Jasmin Group, Parkview Early Learning Center, and Northeast Youth & Family Services in Spokane as well as the Washington Childcare Centers Association, an organization that advocates on behalf of early learning centers across the state. Over the past decade, Luc has engaged with various community committees and boards, including serving as Chair of the Office of Police Ombuds Commission, 2nd Vice President of NAACP Spokane, and Chair of his local Neighborhood Council.
Luc is committed to collaboration and supporting diverse communities in Eastern Washington. His dedication to public service is motivated by his responsibilities as a father to his two daughters, Kya and Skye, and his experience as a first-generation Haitian American, inspiring him to work toward a brighter future for all families in the area. Through his role, Luc aims to make sure that the voices and needs of Eastern Washington residents are heard and prioritized in the Governor’s Office.

Jeremy has served as the Northwest Washington Representative for the Governor's Office since April 2023, first for Governor Jay Inslee and now for Governor Bob Ferguson.
Prior to joining the Governor’s Office, Jeremy was campaign manager for the 2022 re-election campaign for state Rep. Alex Ramel, who represents the 40th Legislative District covering San Juan County and portions of Whatcom and Skagit counties. His previous experience includes serving as Executive Director of the Scleroderma Foundation Northwest Chapter and teaching preschool at Burlington Little School.
Jeremy holds a Master’s Degree in Social Justice in Intercultural Relations from the SIT Graduate Institute (Vermont) and a Bachelor’s Degree in International Relations from The Evergreen State College. He was born in Mount Vernon and went to Sedro-Woolley High School. He currently lives in Skagit County with his wife and 4-year-old daughter. Jeremy is fluent in Spanish and is active in supporting the Spanish speaking population in his region.

Melissa Littleton

Melissa is a dedicated mother of four and a passionate professional. A proud 2022 graduate of Tacoma Community College, she earned her Bachelor of Applied Science in Applied Management and was honored with the prestigious President’s Medal for academic excellence.
During her time at TCC, Melissa served as Student Body President and interned with the State Board of Community and Technical Colleges, gaining valuable experience in the legislative process. Since 2023, she has served as Regional Representative for the Governor’s Office.
Governor Inslee appointed her to the Interagency Committee of State Employed Women (ICSEW) and she also serves as a board member for the William Factory, a small business incubator in Tacoma as a board member. Melissa values creative problem solving, building strong community relationships, and fostering continuous growth both professionally and in her personal life.

Raul (Rudy) Almeida

Raul (Rudy) Almeida retired as Chief of Police in Mabton, WA. He has more than 40 years of law enforcement experience, which includes police officer, captain, firearms instructor, defensive tactics instructor, and emergency vehicle operations course driving instructor-trainer. He is bilingual in Spanish. Rudy is also an AVERT instructor — Active Violence Emergency Response Training. AVERT teaches the necessary tools to react in an active shooter incident.
Rudy’s parents were farm workers in the lower Yakima Valley. His dad worked on a farm driving tractor and Rudy and his siblings helped when they were old enough. Rudy played defensive tackle for the Sunnyside High School Grizzlies football team.
Rudy started the Police Explorers program at Hanford Patrol. The Police Explorers is a group of young people who have an interest in law enforcement. Rudy was the advisor of the program at Hanford Patrol for more than 15 years, and the advisor for the program at the Mabton Police Department for 10 years.
Rudy has been part of many prior and ongoing National Highway Traffic Safety Administration (NHTSA) transportation safety projects. In late 2019 and early 2020, one of the projects included reviewing collision reports of ambulance collisions nationwide. The investigation focused on identifying basic causes — learning why the incident or near-miss occurred, determining what could have been done to overcome those causes, and recommending actions to NHTSA how to prevent similar incidents or near-misses. He also developed the Department of Energy’s National Training Center 80 Hour Emergency Vehicle Operations Instructor Course Curriculum and was the first senior lead instructor and trainer for this course.

John Anderson serves as the Southwest Regional Representative for Governor Bob Ferguson, a position he held in Governor Jay Inslee’s administration beginning in August 2022.
John has more than eight years of experience in community outreach, grassroots political organizing, and volunteer management. Most recently, before his time in state service, John was the Political Director at Clark County Forward, where he recruited, trained and organized volunteers to contact local voters and educate them on candidates, county charter amendments and other ballot measures. Prior to that role, he has directed field campaigns for local school levies, worked as a temporary union organizer for SEIU 775, and managed campaigns for 18th Legislative District State Representative and Port of Vancouver Commissioner candidates.
John is a graduate of the University of Washington, where he earned a B.A. in Political Science as well as a B.S. in Psychology. He was born in Seattle, raised in the Meadowdale neighborhood of Lynnwood, and lives in Vancouver, Washington with his partner and their two cats. In his free time, John loves to hike, ski, attend concerts, and is an avid player of board games.
