OLYMPIA – Gov. Jay Inslee today announced the appointment of Tracy Guerin as director of the Washington State Department of Retirement Systems. Guerin now serves as deputy director of the Office of Financial Management, the state’s budget office. She replaces Marcie Frost, who has accepted a position as CEO of the California Public Employees’ Retirement System, or CalPERS.
“Tracy is a proven, respected leader with a tremendous amount of state management experience. She has a deep understanding of Washington’s finances and our employees that will further strengthen our excellent retirement system, consistently recognized as one of the best in the country,” Inslee said. “I know Tracy will work tirelessly every day on behalf of employees and retirees.”
Guerin has served as chief of staff for the Department of Social and Health Services and as deputy director of Management and Oversight of Strategic Technologies for the Department of Information Services. Guerin has also worked at the Department of Corrections in a variety of roles, including in the Office of Administrative Services and in Budget, Research and Strategic Planning. From 1997 to 2000, she served as deputy secretary of state.
She serves on the board of directors for the Washington State Employees Credit Union and as a member of the YMCA Child Care Advisory Committee.
Guerin received her bachelor’s degree from The Evergreen State College, concentrating on management and the public interest. She completed a program in strategic leadership for state executives at Duke University and the Executive Education Program at the John F. Kennedy School of Government at Harvard University. Guerin received the Governor’s Leadership in Management Award in 2012.
Her appointment is effective Sept. 1.
