Earth-Abundant Materials Board of Directors, Joint Center for Deployment and Research in

Exercises the powers of the Joint Center for Deployment and Research in Earth-Abundant Materials (JCDREAM).

Works with the clean technology and transportation industry associations and firms of all sizes to identify the research areas that will benefit the intermediate and long-term economic vitality of Washington's clean technology and transportation industries; Identifies entrepreneurial researchers to join or lead research teams and the steps the UW and WSU will take to recruit and retain such researchers; Assists firms to integrate existing technologies into their operations and aligns the activities of JCDREAM with those of impact Washington to enhance services available to clean technology and transportation firms; Develops internships, on-the-job training, research, and other opportunities and ensure that all students enrolled in programs for clean technology and earth-abundant research and deployment-related curriculum have direct experience with the industry; Assists researchers and firms in safeguarding intellectual property while advancing industry innovation; Develops and strengthens university-industry relationships through promotion of faculty collaboration with industry and sponsor at least one annual symposium focusing on clean energy earth-abundant research and deployment in the state of Washington; Encourages a full range of projects from small research projects that meet the specific needs of a smaller company to large scale, multi-partner projects; Develops non-state support of the center's research activities through leveraging dollars from federal and private for-profit and nonprofit sources; Establishes mechanisms for soliciting and evaluating proposals and for making awards and reporting on technological progress, financial leverage, and other measures of impact; Allocates appropriated seed funds for at least one of four specified areas; Reports biennially to the legislature and the governor about the impact of the center's work on the state's economy and the development of next generation clean energy and transportation technologies in Washington using earth-abundant materials, including performance metrics results, projections of future impact, indicators of its current impact, and ideas for enhancing benefits to the state.

Member Requirements: The board consists of ten voting members and a non-voting chair. Of the ten voting members, one member must be the dean of Washington State University, one member must be the dean of the University of Washington, one member must represent Pacific Northwest National Laboratory, one member must represent an energy institute at a regional university, one member must represent the community colleges engaged in training of the next generation workforce in the relevant areas, one member must represent large industry companies, one member must represent medium industry companies, one member must represent small industry companies, one member must have professional experience in the fields of national security and energy policy, and one member shall have professional experience in innovation and development of policy to address environmental challenges. The chair shall be a general public member.

Eastern Washington University Board of Trustees

Establishes and reviews college policies and oversees the general management of the Eastern Washington University. The Board also sets the college's strategic direction, approves budgets, and represents the public interest and functions to ensure the basic fiscal integrity of the college.

Economic Advisors, Governor's Council of

Advises the Governor on state financial matters, including the state budget, tax policy, the issuance of debt and debt management, cash management, and other fiscal matters that reflect upon the overall financial condition of the state.

Member Requirements: The council shall be appointed by, and serve at the pleasure of, the Governor. The Director of Financial Management shall periodically review the composition and structure of the council and, after consultation with the Departments of Revenue; Community, Trade, and Economic Development; Employment Security; and Agriculture, as well as the Economic and Revenue Forecast Council, recommend changes to the Governor. In making appointments and re-appointments to the council, the Governor shall consider individuals who represent major economic sectors of the state and have knowledge of timely and significant economic issues.

Economic and Revenue Forecast Council

Combines statistical models and available data to promote state government financial stability by producing an accurate forecast of economic activity and General Fund revenue for the legislature and governor to be used as the basis of the state budget.

Member Requirements: The council shall consist of two individuals appointed by the governor, the state treasurer, and four individuals, one of whom is appointed by the chairperson of each of the two largest political caucuses in the senate and house of representatives. The council may select such other officers as the members deem necessary.

Economic Development Finance Authority, Washington

WEDFA was created by the legislature to act as a financial conduit to businesses through the issuance of nonrecourse revenue bonds and has the authority to issue these bonds on both a taxable and tax-exempt basis in support of qualifying projects —primarily manufacturing, processing and waste disposal facilities. WEDFA cannot assist retail projects.

Member Requirements: Five general public members and one student member. Trustees must be a resident and qualified elector of the college district and may not be an employee of the community and technical college system, a member of the board of directors of any school district, or a member of the governing board of any public or private educational institution.

The student member must be selected from a list of candidates, of at least three and not more than five, submitted by the associated student governments or their equivalent, and must be a full-time student in good standing at a college within the college district at the time of appointment.

The governor shall give consideration to geographical diversity, and representing labor, business, women, and racial and ethnic minorities.

Education, State Board of

Develops policies for state education laws created by the Legislature. The board works with other government and education organization to support student achievement, student learning goals, student and system accountability, and basic education assistance. It is composed of 16 statutory members; 5 elected by school directors, 7 appointed by the Governor, 1 elected by private school directors, the Superintendent of Public Instruction, and two non-voting student members who are selected by the Board in collaboration with the Washington Association of Student Councils. The Governor is also invited to participate as a non-voting member.

Educational Opportunity Gap Oversight and Accountability Committee

Synthesizes findings and recommendations from the 2008 studies into an implementation plan, and recommends policies and strategies in specified areas of the Office of the Superintendent of Public Instruction (OSPI), Professional Educator Standards Board (PESB), and the State Board of Education (SBE) to close the achievement gap.

Electrical Board

Establishes general and specialty electrical contractors' licenses and prepares/administers written examinations and advise the Department of Labor & Industries director on the need for additional electrical inspectors and changes in electrical codes.

Energy Facility Site Evaluation Council

Provides "one-stop" siting process for major energy families in the State of Washington. It also coordinates all evaluation and licensing steps for siting certain energy facilities in Washington, and develops terms and conditions for constructing and operating sites. EFSEC also manages an environmental and safety oversight program of facility and site operations to adopt, promulgate, and amend suitable rules and regulations, pursuant to applicable law.

Energy Northwest Executive Board

Produces reliable, affordable, safe, and environmentally responsible electric power and delivers it to Northwest public power utilities. As a joint-operating agency and municipal corporation, the agency owns and operates four electricity generating facilities: White Bluffs Solar Station, Packwood Lake Hydroelectric Project, Nine Canyon Wind Project, and Columbia Generating Station. EN also provides operations and maintenance services for generating facilities owned by other utilities.

Engineers and Land Surveyors, Board of Registration for Professional

Member Requirements: Five registered professional engineers and two registered professional land surveyors. All members shall have been actively engaged in the practice of engineering or land surveying for at least ten years subsequent to registration, five of which shall have been immediately prior to their appointment. In addition, each member shall be a citizen of the United States and shall have been a resident of this state for at least five years immediately preceding appointment. No member may serve more than two consecutive terms.

Environmental Justice Council

Providing recommendations and guidance to the state on implementing environmental justice requirements, identifying overburdened communities, and tracking progress toward increasing health equity and ensuring environmental justice throughout Washington. Providing recommendations on development and implementation of climate programs, including programs funded from carbon revenues.
