Tacoma Community College Board of Trustees

Establishes and reviews college policies and oversees the general management of Tacoma Community College. The Board also sets the college's strategic direction, approves budgets, and represents the public interest and functions to ensure the basic fiscal integrity of the college.

Member Requirements: Trustees must be a resident and qualified elector of the college district and may not be an employee of the community and technical college system, a member of the board of directors of any school district, or a member of the governing board of any public or private educational institution.

Tacoma Narrows Bridge Citizen Advisory Committee

Serves in an advisory capacity to the Transportation Commission on all matters related to the imposition of tolls. Evaluations including the feasibility of providing discounts to frequent users, electronic transponder users, senior citizens, or students; the tradeoff of lower tolls versus the early retirement of debt; and a consideration of variable or time of day pricing.

Member Requirements: The governor appoints three members qualified by experience and training in the field of state and local taxation with no more than two from same political party. At least two members of the board must be attorneys licensed to practice law in the state of Washington with substantial knowledge of Washington tax law. At least one attorney member must have substantial experience in making a record suitable for judicial review. Any non-attorney member must have substantial experience in the fields of residential and commercial property appraisal.

Tax Preferences, Citizen Commission for Performance Measurement of

Develops schedules to review tax preferences, based on a ten year review schedule. Tax preference is defined as an exemption, exclusion, or deduction from the base of a state tax; a credit against a state tax; a deferral of a state tax; or a preferential state tax rate. The Commission also comments on the reviews which are conducted in independently by JLARC (Joint Legislative Audit and Review Committee Staff). The Commission may exempt any preference it determines to be a "critical part of the structure of the tax system", and may further recommend an expedited review process for any tax preference.

Member Requirements: Indefinite Reappointments. The commission has seven members as follows: One member is the state auditor, who is a nonvoting member; One member is the chair of the joint legislative audit and review committee, who is a nonvoting member; The chair of each of the two largest caucuses of the senate and the two largest caucuses of the house of representatives shall each appoint a member. None of these appointees may be members of the legislature; and the governor shall select the seventh member.

Technology Services Board

Reviews and approves standards and procedures developed by the Office of the Chief Information Officer, governing the acquisition and disposition of equipment, proprietary software and purchased services, licensing of radio spectrum by the state agencies, and confidentiality of computerized data. The Board also reviews and approves standards and common specifications for new or expanded telecommunications networks proposed by agencies, public postsecondary educational institutions, educational service districts, or provides of K-12 Information technology services. In addition, the Board develops a policy to determine whether a proposed product or service should undergo an independent analysis prior to being submitted for inclusion in any proposed operating, capital, or transportation budget.

Tobacco Settlement Authority

Makes decisions relating to the issuance and ongoing compliance of the bonds that are backed by the state's tobacco settlement funds, which are annual payments from tobacco manufacturers from the 1998 settlement of the national tobacco litigation.

Member Requirements: The governor appoints seven members; four members of the commission shall reside in the western part of the state and three members shall reside in the eastern part of the state as divided north and south by the summit of the Cascade mountains. No member shall be appointed for more than two consecutive terms.

Transportation Improvement Board

Fosters state investment in quality local transportation projects. The Board distributes grant funding and selects transportation projects that best address the criteria of the funding program. These programs include the Urban Arterial Program, Arterial Preservation Program, Small City Preservation Program, Sidewalk Program, Small City Arterial Program, and Road Transfer Program. The TIB is also responsible for the final selection of programs and projects funded from the Central Puget Sound public transportation account; public transportation account; and the intermodal surface transportation efficiency act of 1991.

Traumatic Brain Injury Council

Serves in an advisory capacity to the Governor, the Legislature, and the Secretary of the Department of Social and Health Services by bringing together expertise from the public and private sector to help address the diverse needs of individuals with traumatic brain injuries. The Council is composed of 25 members from the public and private sector and includes individuals with TBI, medical professionals serving individuals living with TBI, human service providers, family members of individuals with TBI, caregivers serving individuals with TBI and state agency representative.
